General overview
Roadworthiness of a vehicle is attested by a roadworthiness certificate structured as required in a decree by Finland’s joint Transport and Communications Agency, Traficom https://www.finlex.fi/fi/viranomaiset/normi/454001/44172 . Outside this rule, there is no specific format for the certificate. The vehicle testing centre provides the roadworthiness certificate once the vehicle has passed the roadworthiness test. The technical part of the registration certificate is only given if requested.

Responsible authorities
Roadworthiness certificates are issued by vehicle testing centres to which Traficom has issued an authorisation to carry out roadworthiness tests. The vehicle testing centres use their own roadworthiness certificates.

Major changes
As of 20/05/2018, the Finnish Government Decree on the Control of Roadworthiness of Vehicles Used in Traffic (1245/2002) was changed so that new periodic roadworthiness inspection intervals apply. The new intervals come into effect when a vehicle is inspected for the first time under the new legislation. There is a new decree reforming this decree in 2019 as the numbering of the roadworthiness certificates in the current decree does not comply with the directive 2014/45/EU. The new decree also includes a format for the roadworthiness certificate.
