General overview
Roadworthiness certificates are issued for vehicles that have passed a roadworthiness test or passed with minor defects. If a test finds minor defects, these are listed on the certificate and must be repaired as soon as possible. Vehicles fail the test if they have defects which impact their road safety, put other road users at risk or harm the environment. A notification of a refusal to issue a roadworthiness certificate is issued. Defects are listed on the notification and must be repaired within 16 days. The vehicle must then undergo another test. If the vehicle fails this second test and repairs cannot be made, the vehicle cannot be used on the road and must be scrapped.

Exemptions
Vehicles of the Armed Forces of Malta. These are tested annually by a qualified tester at a station established and operated by the Army of Malta.
Responsible authorities
Roadworthiness tests are carried out vehicle road testing stations, under the authority of Transport Malta.

Major changes
As of 20/05/2018, results of the roadworthiness test have been changed from pass and fail to pass, pass minor, fail major and fail dangerous in order to reflect Directive 2014/45/EU.
