Main rules
Vehicle registration is managed by the vehicle licencing authorities (Zulassungsbehörden) of the administrative districts (Landkreis) and the independent cities. There are two parts to the registration certificate. Part I (Zulassungsbescheinigung/Fahrzeugschein) must be carried by the driver of the motor vehicle. Part II (Zulassungsbescheinigung/Fahrzeugbrief) does not constitute proof of ownership and should not be kept in the vehicle.
